Donald Trump’s ban on people of certain nationalities entering the United States – now buffeted about by court orders, clarifications, and defiance – is a systematic rejection of the principle of Freedom of Movement with no impetus other than unacceptable, widespread cowardice.

The September 11 terrorist attacks cannot excuse such a grievous violation of rights. Terrorism is domestically a statistically trivial threat. The countries banned by Trump had little relation to 9/11, and the people denied entry to the United States are just as harmless (if not more so) than the average American. Neither reasons nor sudden trauma justify Trump’s actions – only cowardice.

In opposition to courageous principles like Freedom of Movement, discretion is courage’s institutional nemesis. Fear-induced discretion splits principles like scientists split atoms, producing explosively dangerous results.

Except to the extent courts stop him, Trump has undermined Freedom of Movement through an order to keep out people from Middle Eastern countries designated as countries of concern by the Obama administration.

Refugees already thoroughly vetted as safe, including business owners and participants in the Iraq war who have lived for years in the United States – all denied entry, all forced to beg for the government to wisely exercise its discretion in the face of an arbitrary burden.

Trump’s immigration policies are unwise and unjust. More tellingly, Trump’s restrictions on movement suffer more fully from another sin – a lack of courage.

Individual or Systemic Courage

At an individual level, it’s true that courage tends to be an overrated virtue. The image of “courageous” people often looks like warriors courting danger guns-blazing because they lacked the patience and ingenuity to find better solutions. Thus, courage is for the warrior fighting to the death.

Among non-violent “courageous” acts, contrarians who “stand up for what they believe in” often get courage points for being edgy or brutalist, as if people deserve praise for offering unconvincing evidence against social pressure. Generally, courage tends to be praised relative to the inactions of other people, forgetting that people often avoid doing certain things because they should not be done.

Moreover, fear is often unreasonable in ways immune to argument, making courage a weak appeal. For instance, traveling by planes is much safer than traveling by cars, but planes paralyze people in ways that statistics cannot cure because the fear of flying is a feeling, not a fact.

Similarly, terrorism is a statistically trivial cause of death in the United States, even including 9/11 and especially excluding that outlier, but terrorism causes widespread fears orders of magnitudes more crippling than the actual violence. To give a personal example, I have a totally unreasonable aversion to walking over storm drains and similar parts of sidewalks that leads me to walk around them.

Condemning fear rarely assuages it, and demanding courage rarely emboldens, because personality, ingrained perceptions and idiosyncrasies matter more than reasons for explaining fear and courage.

The Courage to be Free

Nevertheless, good institutions require courage.

For example, Freedom of Speech is a courageous principle. Freedom of Speech allows people to profess the wise and unwise, just and unjust, beautiful and vulgar. The dangers of the government deciding which speech falls into which categories justifies overriding particularized fears because of the courageous belief that free people can generally promote a better, more beautiful world through discourse. The courage required to permit others to speak, not knowing what they may say, far exceeds the courage of merely saying something unpopular.

Historically, fear commonly led to censorship. The Athenians sinned against philosophy by executing Socrates for corrupting the young, a fear of the influence of discourse. Similarly, the Pope compiled an Index of banned books and sought to censor them, fearful of the influential power of written words. Fear governed the world’s old order.

After weighing the liberating potential and corrupting dangers of pamphlets, America rejected the old order and institutionalized courage as common sense. Freedom of speech is the courage of a brave new world.

(To digress briefly into unimportant news stories, you should not punch Nazis merely for expressing their views. Only cowards without such faith in discourse and alternative peaceful methods would do so – and the cowardly types who have forgotten Ruby Ridge.)

Similarly, the Bill of Rights institutionalizes one courageous principle after another. The Bill of Rights trusts people with guns, protects potential criminals through warrants and other procedures, and generally imposes substantial burdens on the government before it can override individual freedoms, all because of the courageous general faith in free people.

The Freedom of Movement

Along with the above principles, the United States has a long history of embracing the courageous principle of Freedom of Movement.

America was formed by immigrants who courageously journeyed thousands of miles to leave European persecution and seek wealth and freedom. Without passports or other border restrictions, America promoted friendship and growth across state boundaries by allowing Freedom of Movement. Though the Constitution does not explicitly include such a right, the Supreme Court has correctly recognized that people have the right to travel freely between states.

Freedom of Movement between states is such a strong principle that nobody even considers imposing border restrictions. People from St. Louis, Baltimore, Detroit, and other American cities that rank among the world’s most dangerous can freely traverse anywhere else in America without legal barriers, even as national borders prevent the impoverished immigrants of safer foreign cities from doing the same.

Internationally, America also used to embrace such a broad principle. From the late 1700s until the late 1800s, though citizenship was unconscionably selective, the federal government allowed all foreigners to enter the United States – and, with the understanding that the naturalization clause only gave Congress control over citizenship, had no choice but to do so. To celebrate a century of such Freedom of Movement, France gifted America the statue of liberty with a famous poem dedicated to such American courage.

Unfortunately, around the same time, the federal government’s fear of the Chinese led it to pass the Chinese Exclusion Act, and the Supreme Court mistakenly upheld it. Thus, Freedom of Movement split from a courageous principle to a discretionary privilege, literally allowing fear to determine the borders of freedom.

Outside the context of the Chinese, such discretion remained largely unexercised for decades. Unencumbered by national borders, by World War I, two million Jews successfully fled Russia’s pogroms to freedom and safety in America.

However, by the 1920s, the dangers of discretionary power took hold, and the United States severely reduced legal immigration with its national origin quota systems. By World War II, the United States and the whole world had rejected immigrants.

The greatest victims of Freedom of Movement’s demise were the Jews that the world rejected at the Evian Conference and thereafter. Americans widely opposed Jewish refugees out of fear that some of them may secretly be communists or Nazis.

Unlike the millions saved by a courageous embrace of Freedom of Movement through World War I, fear undermined this principle and led to the death of millions during the Holocaust in World War II.

Refugees and Skittles

Without the courageous principle of Freedom of Movement, people’s fears determine and limit how many refugees can escape despotism and warfare. Just as fear trapped Jewish refugees during World War II, such fear traps Syrian refugees now.

Emphasizing the underlying fear, a thought experiment that opponents of Syrian refugees commonly ask goes something like: imagine you have a bowl of 1,000 skittles, only ten of which are poisonous. Would you eat the skittles? If not, then you understand why Syrian refugees must be so carefully restricted. Most alleged refugees might not be dangerous, but the government cannot know which ones are harmless and must prevent them all from entering to stop poison from seeping over our borders.

In reply to this thought experiment, most defenders of refugees argue over the numbers. Statistically, as mentioned above, refugees are vetted carefully and virtually all harmless, and almost none have been murderers or terrorists. Moreover, basically all studies on immigrants (legal, illegal, refugees, etc.) show that immigrants are less likely to commit violent crimes than typical Americans. So, if you increase the bowl size to like 3,200,000 skittles with 20 poisonous, then yeah, the chance is justified.

In contrast to this response, I do not think the exact proportion matters much because of the agreement that almost all the refugees should ideally be allowed to enter. The skittles thought experiment is the coward’s game for people lacking the courage to accept Freedom of Movement as a principle.

Courageous principles sometimes allow bad outcomes. Freedom of speech allows for some noxious ideas to spread. Gun rights allow for some bad people to more easily engage in violence. Requirements for warrants allow for some criminals to hide their crimes. And freedom of movement allows for some bad people to travel where they can do harm.

Such courageous principles do not create perfect worlds. They create structures in which people have the freedom to shape the world, for better or worse – with better usually winning. Depriving the vast majority of people’s freedom to prevent a small minority from spreading evil impoverishes and threatens everybody.

Courageous Americans who embrace the existing dangers of speech, guns, and warrants should also similarly embrace the dangers of movement. Fear-induced discretionary restrictions on freedom of movement mean 99 ash-ridden Syrian children suffering from poverty, warfare, and death for the chance of maybe keeping out one bad person.

In sum, to paraphrase Shakespeare, cowards kill many times before their deaths; the valiant’s tastes let others live.

Thus, cowards ask how many poisonous skittles might sneak in with a broad rainbow and fear the tiny shadows that enter with the radiant light. In contrast, the valiant ask how many Anne Franks will die if we fear these tiny shadows and instead courageously opens the golden door for the rainbow, realizing today’s Anne Franks are in Syria.

In the forests of India, something exciting is going on. Villagers are regaining property taken from them when the British colonial authorities nationalized their forests. Just as exciting, in urban Kenya and elsewhere, people are doing away with the need for banks by exchanging and saving their money digitally. All over the world, poor people are discovering the blessings of bottom-up capitalism.

Sadly, though, developed country governments and anti-poverty activists ignore this fact and insist that developing nations need a paternalistic hand up. Both are missing an opportunity, because there are billions of capitalists in waiting at the bottom of the pyramid.

Next month, the United Nations will formally announce the successors to its Millennium Development Goals, the global body’s approach to poverty alleviation since the year 2000. These new goals will be touted as “sustainable.” The event will coincide with a visit by the pope, at which he is expected to concentrate on climate change and materialism as the greatest threats to the welfare of the people of the developing world.

Don’t expect to hear much on the way people in the Western world lifted themselves out of poverty: free-market capitalism.

The phrase “the fortune at the bottom of the pyramid” was coined by the late C.K. Prahalad, building on the work of Nobel laureate Amartya Sen. In his groundbreaking 1999 work, Development as Freedom, Sen pointed out that one of the most important aspects of development is freedom of opportunity, a vital part of which is access to capital and credit. Capital and credit, however, appear nowhere in the draft UN goals.

When capital is sufficiently available, would-be entrepreneurs at the bottom of the pyramid have demonstrated a willingness to launch new ventures and invest in their futures — that is, to embrace free-market capitalism to the benefit of all concerned.

There are several ways to ensure access to capital in the developing world, but the most important approach is to unlock the productive potential of the capital already available there.

Land Titling

In many countries, people could possess access to capital by virtue of the real estate they already occupy, but they are unable to prove ownership of the land due to inadequate land-titling systems or because of traditional forms of property ownership where everything belongs to the village chief. As Hernando de Soto explained in his book, The Mystery of Capital, land-titling reforms significantly benefit the poor, enabling

such opportunities as access to credit, the establishment of systems of identification, the creation of systems for credit and insurance information, the provision for housing and infrastructure, the issue of shares, the mortgage of property and a host of other economic activities that drive a modern market economy.

De Soto estimates that up to $10 trillion of capital worldwide is locked away unused because of inadequate titling systems. A recent study by the Peru-based Institute for Liberal Democracy (ILD), which De Soto heads, estimated Egyptian workers’ real estate holdings to be worth around $360 billion, “eight times more than all the foreign direct investment in Egypt since Napoleon’s invasion.”

Similarly, many local assets around the world remain in common ownership — in reality, owned by no one. Initiatives such as India’s privatization of forest resources seek to address this problem by enabling the titling of assets by indigenous peoples, who can then tap into those resources for access to credit to open up new opportunities. Estimates suggest that similar initiatives could be extended to 900 million plots of land across the developing world.

There are also exciting opportunities that could arise for the public recording and utilization of such capital through the distributed public-ledger system known as the blockchain, best known for its role in the development of bitcoin. Development of the blockchain for property recording and titling would significantly reduce both the transaction costs and the widespread corruption  associated with government-controlled titling systems. Significantly, De Soto’s ILD is promoting these initiatives.

Microfinance

Recent innovations have enabled the development of microfinance — access to small amounts of credit for specific purposes. Today, microfinance institutions all over the developing world provide small loans, access to savings, and microinsurance to families or small businesses.

By giving them access to proper investment capital and affordable financial institutions, microfinance providers help small- and medium-sized enterprises in developing countries to grow. Often, these businesses are so small that they can neither afford the interest rates on bank loans nor come up with the capital they need on the their own. When implemented correctly, microfinance loans empower their customers to invest, grow, and be productive, all of which contribute to diminishing poverty within communities.

One of the most prominent examples of microfinance is Muhammad Yunus’s Grameen Bank, first established in Bangladesh. According to a RAND Corporation study, areas where Grameen Bank offers programs saw unemployment rates drop from 31 percent to 11 percent in their first year. Occupational mobility improved, with many people moving up from low-wage positions to more entrepreneurial ones. There is evidence of increased wage rates for local farmers. Women’s participation in income-generating activities also rose significantly.

The Consumers at the Bottom of the Pyramid

Access to capital and credit enable new markets to spring up where none existed before. Entrepreneurial activity is unleashed. Consider one of Prahalad’s case studies of Nirmal, a small Indian firm that sold detergent products designed for rural village uses, such as in rivers. The products came in small packages at low prices suitable for Indian villagers’ daily cash flow. The company soon found itself with a market share equal to that of consumer-goods giant Unilever’s Indian subsidiary. Unilever responded by introducing similar products, thereby growing this new market. In the process, more environmentally friendly products were invented and sold, too.

As Prahalad points out, over four billion people in the world lived on an annual income of $1,500 or less (in 2002 dollars), with one billion living on less than a dollar a day. Nevertheless, based on purchasing power parity, this market represents an economy of $13 trillion or more, not that far off from the entire developed world.

The underdeveloped world is ripe for capitalism. The “unemployed” protestors of the Arab Spring were, in fact, small businessmen who were pushed to the breaking point by continually having their capital and profits expropriated by corrupt government officials, as De Soto points out. So, while the Western media portrayed the protests as being mostly about politics and freedom of expression, they were as much — if not more — about the freedom to do business.

Kenya: Mobile Phones and Payments

Despite corruption and bureaucracy, strong markets have grown up in developing countries. Kenya is a case in point. It leapfrogged the Western world’s development process for mobile communications technology. Kenyans went from having few telephones to virtually everyone having a mobile phone without needing the stage of landline infrastructure in between. A similar process is now taking place in personal finance.

Vodafone, along with its Kenyan subsidiary, Safaricom, developed m-pesa, a mobile payment and value storage system to be used on its phones. Transactions are capped at about $500, but crucially can be person-to-person, acting as digitized cash. Introduced in 2007, it had 9 million users — 40 percent of Kenya’s population — just two years later. By 2013, 17 million Kenyans were using it, with transactions valued at over $24 billion — over half of Kenya’s GDP.

M-pesa has in turn improved access to capital even more, and technology businesses are thriving all over Kenya as a result.

Kenya is not alone. The phenomenon is spreading to other African countries and to some South American countries such as Paraguay.

Environment, education, and health all benefit from wealth creation. Perhaps the real mystery of capitalism is that neither the United Nations nor the pope recognize the benefits it can bring to four billion of the world’s poor. Free enterprise and human welfare boom where governments allow new markets with access to capital and credit. That is all it takes to meet the UN’s development goals.

Four major regions of Sub-Saharan Africa had been colonized by Germany. They are today’s Tanzania, Namibia, Togo, and Cameroon.

Tanzania was acquired via the efforts of Dr. Carl Peters of the German Colonization Society from 1884 to 1885. Promising protectorate status to the various tribes inhabiting its territory, Peters rapidly accomplished the subordination of the realm to Kaiser Wilhelm I.

Namibia was purchased by Germany shortly after the 1884 Berlin Conference. Its de facto occupation began in 1889, when 25 German troops in tourist garb, under the leadership of Major Curt of Francois, crossed through British territory near the port of Walvis Bay and occupied the colonial capital of Winterhoek (Windhoek).

The first German involvement in Togo occurred in 1884, when Dr. Gustav Nachtigal, a representative of Chancellor Bismarck, signed a protection contract (similar to those undertaken by Peters in Tanzania) with King Mlapa of Togo City. In 1888 Curt of Francois conducted an exploratory journey into the interior, and a permanent research station was founded at Bismarck Castle by Dr. Wolf. In 1891, Germany assumed direct control over Togo.

Cameroon was acquired by Dr. Nachtigal in 1884 via protection contracts with coastal peoples. The remainder of Cameroon was gradually assimilated via expeditions into the southern reaches by Captain Kund in 1887 and Captain Morgen in 1890. In 1898, rich rubber deposits were discovered in southeast Cameroon, and the area became an economic powerhouse.

Major conflicts with natives flared up in Tanzania from 1891 to 1898, when Chief Mkwawa of the Hehe systematically raided German settlements, protectorates, as well as columns of German troops. In 1898, realizing the futility of his struggle, Mkwawa shot himself over a fire.

The Maji Maji Rebellion in 1907 was sparked by natives believing that drinking a sacred water rendered them immune to bullets. They suffered devastating losses at the hands of German artillery.

In Namibia, German forces were considerably crueler to the Herero natives. In 1904, enraged by almost haphazard killing of their people at the hands of settlers, the Hereros erupted in war. They were defeated by the forces of General Lothar von Trotha at the Battle of Hamakari on August 11, 1904, and were pursued through stretches of barren desert until all but 6000 of a population of 50000 perished of starvation or skirmishes. This is widely considered to be the first twentieth-century genocide.

All German possessions in Africa were confiscated by a superior Allied military presence from 1914 to 1918.

German Language and Architecture in the Former German Colonies of Sub-Saharan Africa

Although Germany lost possession of its African colonies in 1918, traces of the German language and architecture remain there to this day. A visit to Namibia, Togo, and Tanzania especially will reveal numerous aspects of German culture, legacies of the colonial era.

German is widely spoken in Namibia, although it is not an official language. Namibia also maintains one of the only German-language newspapers in Africa.

All Germans were expelled from Tanzania in 1918 by a decree of the League of Nations. In 1925, many were allowed to return and rebuild their livelihoods. Today, under 2% of Tanzanians are Europeans (many of them Germans) who largely inhabit the urban centers

The Church of Christ in Windhoek, the capital of Namibia, was designed by the architect Gottlieb Redecker and constructed in 1907. Its Neo-Romanesque design is almost unique on the entire continent, and within it is contained a valuable replica of Reuben’s’ “Resurrection of the Lazarus.” The original painting had been destroyed in Berlin in 1945.

Other German monuments remain in the former African colonies today. The “Old Fort” in Windhoek is the oldest building in the entire city. It was constructed in 1890 by Curt of Francois and the 32 men under his command and for some time served as a barracks the headquarters of the German occupation in Namibia. Today it is the country’s National Museum.

The Windhoek Railway Station was built in 1912 and is still in use. It is ideal in representing German colonial architecture, and displays in front a locomotive, the Illing, which had traversed a total of 271,000 miles between Swakopmund and Otavi from 1904 to 1939.

Heinitzburg Castle in Windhoek was formerly a lavish private residence constructed for the Count of Schwerin in 1914 by the architect W. Sander. Today it is a prestigious private restaurant.

Of course, no visit to Namibia is complete without visiting the statue of the man who almost single-handedly colonized the country, Major Curt of Francois.

Lome, the capital of Togo, contains a governor’s palace, which was completed in 1898, displaying an adaptation of German aesthetic tastes to the extremes of tropical climate. This building displays many of the simple angular features of indigenous African architecture.

Although the German colonial presence in Africa has been non-existent for the past 89 years, the language and architecture of Germany that remains in Namibia, Togo, and Tanzania serve as reminders of these countries’ past.

A statue honouring Norman Borlaug was unveiled in DC earlier this week on what would have been the celebrated biologist’s 100th birthday. Borlaug’s work developing and promoting high-yield crop varieties is credited with averting the mass famines that were predicted in the 1960s and saving as many as a billion people in the developing world from starving to death. Yes, that’s “billion” with a “b.” In 1970, he was awarded the Nobel Peace Prize for his history-altering humanitarian efforts.
Born in Iowa in 1914, Borlaug lived through the Dust Bowl, whose effects he noticed were less severe where newer, high-yield farming methods were in use. In the 1940s, he went to work for the Rockefeller Foundation in Mexico, teaching Mexican farmers the latest agricultural techniques and leading a research effort to perfect a high-yield, disease-resistant strain of wheat. In the 1960s, he moved to Pakistan and India, where he also successfully promoted the use of modern farming and high-yield wheat.

Yet this Green Revolution, as it came to be called, met with serious resistance from environmentalists, who to this day bemoan the need for inorganic fertilizers and industrial irrigation. Many greens promote the preservation of, and indeed a return to, traditional subsistence farming, even though it requires more land to grow an equivalent amount of food. Realistically, the choice humanity faces is between a) modern farming, b) razing our forests to make room for traditional farming, or c) mass starvation. And actually, without modern farming methods, razing our forests probably would not be enough to prevent mass starvation.

Thanks in part to the well-meaning but ill-conceived opposition of greens, the Green Revolution has barely begun to reach sub-Saharan Africa, the one part of the world where dire poverty is not hastily retreating. Thanks to too many people romanticizing traditional farming and demonizing modern agriculture, millions continue to suffer and die needlessly. As Borlaug himself once said, “Some of the environmental lobbyists of the Western nations are the salt of the earth, but many of them are elitists. They’ve never experienced the physical sensation of hunger. They do their lobbying from comfortable office suites in Washington or Brussels. If they lived just one month amid the misery of the developing world, as I have for fifty years, they’d be crying out for tractors and fertilizer and irrigation canals and be outraged that fashionable elitists back home were trying to deny them these things.”

Penn and Teller called Norman Borlaug “the greatest human that ever existed.” On his 100th birthday, let’s honour his unparalleled achievement by embracing agricultural technology and moving beyond simplistic and misleading fear-mongering. Let’s try to complete the glorious Green Revolution and spread prosperity across the globe—and save the world’s forests in the bargain.

The coverage of the World Health Organization’s latest data on global cancer rates in today’s Globe and Mail was typical of the media in general: “the disease tightened its grip in developing nations struggling to treat an illness driven by Western lifestyles.” And a glance at the WHO’s GLOBOCAN Cancer Fact Sheet maps seems to confirm that “Western lifestyles” are the culprit, since living in a wealthier part of the world increases your risk of getting cancer. But what’s wrong with this picture?

The main problem is that it makes it sound as if life in developing nations is getting worse as it becomes more like life in the wealthier parts of the world. This is pure hogwash. The WHO’s own data shows that life expectancy at birth rose from 2000 to 2011 in all regions of the world. Globally, it rose from 66 to 70 years; in Africa, from 50 to 56. People may be dying more than they used to from various cancers, but they’re clearly dying less from other causes, and the one more than makes up for the other.

Don’t get me wrong: Helping people afflicted with cancer in poorer parts of the world is a fine thing to do. But the best way to help in the long run is to help them get richer so they can help themselves. This undoubtedly would make them even more like us in terms of “lifestyle” and would undoubtedly lead to even higher rates of cancer. But it would also lead to less dying from other causes, and longer life expectancy overall. I’m willing to bet that’s a trade every person living in the developing world would be happy to make.

If you want to learn what farmers think (and need), talk to African farmers – not to bureaucrats, environmental activists or politicos at the Rio+20 United Nations summit in Rio de Janeiro. You’ll get very different, far more honest and thoughtful perspectives.

The recent (May 24) Food, Agriculture and Natural Resources Policy Analysis Network conference in Pretoria, South Africa brought together delegates from agricultural communities in many African countries. FANRPAN’s primary objective is to improve food security in Africa, by ensuring that small-scale farmers can become more productive. Their obvious enthusiasm and commonsense views were heartening.

FANRPAN chair Sindiso Ngwenya of Zambia gave an incisive presentation, pointing out that agriculture is the key to reducing poverty and ensuring food security in Africa. “We call upon the world to assist us,” he said, “not by treating us as beggars, but by treating us as equals.”

Ngwenya criticised many First World attempts to use climate change, biodiversity and sustainable development arguments to prevent African agriculture from advancing. “If you are using implements that were there before Christ, how much chance do you have?” he wanted to know.

And why would anyone think these UN-EU-US issues are important to African farmers and families who are trying to feed their families and neighbors, and improve their living standards by exporting their products?

Africa does not need foreign aid in the form of handouts, Ngwenya emphasized. African farmers need modern technology and reliable, affordable electricity. They need the world to buy African produce. Instead, far too often, European and other First World countries impose rules or block African exports, using a multitude of excuses that can no longer be tolerated.

FANRPAN has decided to go “Africa-wide,” Ngwenya announced. Africa is huge –larger than the United States, China, India and Europe combined. And yet 60% of its arable land is not used at all. On the arable land that is used in most African countries, crop yields are typically a quarter of the norm in South Africa. What’s needed, he said, are modern farming methods, seeds, fertilizers and equipment –at the level of every individual farmer.

Referring to the 2011 COP-17 world environment congress in Durban, South Africa, Ngwenya pointed out that the FANRPAN slogan is “No agriculture, no deal.” However, agriculture, and particularly the advancement of rural African agriculture, was not included in past COP objectives. Many delegates criticised this, saying it reflected the First World’s hope that Africa and African agriculture will remain primitive and underdeveloped, so that rich countries can praise Africans for being “sustainable” and protecting the planet.

Africans are being told by First World activists, politicians and pressure groups to “stay in tune with nature,” delegates noted – when this attitude really reflects a well-fed First World’s maneuver to retard African agricultural improvements.

When it came to the eternal climate change saga, FRANRPAN delegates emphasized “climate-smart agriculture” and noted that Africa has always experienced dramatic weather and climate variations. What’s needed now, they stresse, is sensible, fact-based science, to predict and adapt to local and regional climate cycles and variations.

Equally impressive was learning that a group of small-scale farmers from Burkino Faso had paid their own way to attend a meeting in Windhoek, Namibia, nearly 3,000 miles (4,500 kilometers) away, to present a petition calling for the development of evidence-based policies, to replace what to now have been emotional, harmful and oppressive policies, rules and treaties.

The delegates said they were tired of the First World telling them what to do, based on First World interests and perceptions. They understand all too well that calls for “sustainable development,” “biodiversity” and climate change “prevention” really mean demands for policies and practices that ensure sustained poverty and malnutrition.

FRANRPAN CEO Dr. Lindiwe Sibanda emphasized that the real work is done on the ground, at the level of individual countries – and “policy comes from people.” Individual countries must come to their own conclusions about what works for them, and countries must align their policies to ensure food security for their people, she said. Modern methods and technologies are also required, to enhance intra-Africa food trade and enable countries to export what they are good at producing.

Her enthusiasm was praised by a farmer who spoke from the floor, with a strong French accent. “There’s a lack of resources for small farmers to come here,” he said, even for important meetings like this, but he was glad he had spent the time and money to be there. Certainly, those that did attend exhibited enough excitement and enthusiasm for the millions who could not join them.

Chairman Ngwenya wrapped up the proceedings by criticising the apparently intentional side-stepping of agricultural issues during COP-17. The First World must stop impeding African farmers and end “the paralysis by analysis,” he said. Absolutely right.

There is far too much First World smoke and mirrors, telling Africans they are saving the planet – when the real intention is to stop them from acquiring modern technology and electricity that would allow them to surge to middle class or even rich country status.

This FANRPAN conference serves notice to the United Nations Environment Programme, Rio+20 Sustainable Development Summit, Europe, United States and other obstructionists that Africa has caught on to what they are doing – and is no longer willing to play their game.

That’s good news for every African, Asian, Latin American and other poor family that wants to eat better, live better and have the freedom to pursue their dreams.
