The Source of America’s Division: Not What We’ve Thought? – Article by Annie Holmquist

Pundits today are fond of saying that Americans are divided because of a broad slate of reasons, race and gender being two primary ones.

But according to a new Pew survey, these reasons may not be dividing America nearly as much as we’ve been led to believe. In fact, it appears that political party may hold a good share of the blame on that front. As Pew explains, the differences between Republicans and Democrats on various hot-button issues have widened from 15 points to 36 points in the last two decades. By contrast, division due to race, religion, age, and gender has remained fairly stable, a fact shown in the chart below:

This is rather surprising, particularly since it runs counter to the narrative given out in the news media.

But it shouldn’t be surprising to students of history, for America’s foremost founder once gave a very sharp warning regarding this issue.

In his Farewell Address, George Washington cautioned Americans against forming factions and giving way to the party spirit. The reason he gave this caution was due to the negative effects which the partisan spirit kindles in society:

“[I]t serves always to distract the public councils and enfeeble the public administration. It agitates the community with ill-founded jealousies and false alarms, kindles the animosity of one part against another, foments occasionally riot and insurrection. It opens the door to foreign influence and corruption, which finds a facilitated access to the government itself through the channels of party passions. Thus the policy and the will of one country are subjected to the policy and will of another.”

I’m not sure about you, but if ill-founded jealousies, false alarms, intensified animosity, riot, and insurrection don’t sound like what America is experiencing today, I’m not sure what does.

The fact is, we’ve been told that this unrest is the fault of inequities which persist in our country. But is the unrest in effect the fault of our intensified loyalty to political party, which often indicates an unwillingness to listen to opposing viewpoints and ideas?

If so, we need to be careful about continuing to foster such attitudes, for as Washington also notes in his Farewell Address, the intensified party spirit only leads to misery under a despotic government and a dictatorial, self-serving leader.

If we want to avoid such a state, do we need to stop placing the blame for our current woes on race, class, and gender, and instead re-examine our partisan loyalties?

In August of 1790, George Washington wrote a brief letter to the Hebrew Congregation of Newport, Rhode Island. If anything, it is more timely than ever as we continue to struggle with questions of toleration and bigotry, and of the joys and dangers of insisting on freedom of conscience in our nation and in our lives.

Gentlemen:

While I received with much satisfaction your address replete with expressions of esteem, I rejoice in the opportunity of assuring you that I shall always retain grateful remembrance of the cordial welcome I experienced on my visit to Newport from all classes of citizens.

The reflection on the days of difficulty and danger which are past is rendered the more sweet from a consciousness that they are succeeded by days of uncommon prosperity and security.

If we have wisdom to make the best use of the advantages with which we are now favored, we cannot fail, under the just administration of a good government, to become a great and happy people.

The citizens of the United States of America have a right to applaud themselves for having given to mankind examples of an enlarged and liberal policy—a policy worthy of imitation. All possess alike liberty of conscience and immunities of citizenship.

It is now no more that toleration is spoken of as if it were the indulgence of one class of people that another enjoyed the exercise of their inherent natural rights, for, happily, the Government of the United States, which gives to bigotry no sanction, to persecution no assistance, requires only that they who live under its protection should demean themselves as good citizens in giving it on all occasions their effectual support.

It would be inconsistent with the frankness of my character not to avow that I am pleased with your favorable opinion of my administration and fervent wishes for my felicity.

May the children of the stock of Abraham who dwell in this land continue to merit and enjoy the good will of the other inhabitants—while every one shall sit in safety under his own vine and fig tree and there shall be none to make him afraid.

May the father of all mercies scatter light, and not darkness, upon our paths, and make us all in our several vocations useful here, and in His own due time and way everlastingly happy. ~ G. Washington

Washington came to Newport for a visit on August 17th, 1790  and was addressed by Moses Seixas, one of the officials of the long-established Jewish congregation of Newport. Seixas noted that, given the grim history of the Jews, America was a particularly important place, for:

Deprived as we heretofore have been of the invaluable rights of free Citizens, we now (with a deep sense of gratitude to the Almighty disposer of all events) behold a Government, erected by the Majesty of the People—a Government, which to bigotry gives no sanction, to persecution no assistance—but generously affording to All liberty of conscience, and immunities of Citizenship: deeming every one, of whatever Nation, tongue, or language, equal parts of the great governmental Machine…

While I suspect many reader will find, as I do, the notion of being a part of the “great governmental machine” far less appealing than Seixas did, his main point remains a vital one. For a people who had been chased from their homes by persecution, forced conversions, violence, and governmental theft of their property, the American promise of toleration was an almost incomprehensible blessing.

Toleration in Rhode Island

When I visited the Touro synagogue—home of the Jewish congregation Washington addressed—last week, my tour guide reminded me that Rhode Island’s version of religious toleration was particularly impressive, even within the wider American context.

Founded by the famously ornery Roger Williams, who was banished from the Massachusetts Bay Colony for spreading “new and dangerous opinions,” and established by a charter from King Charles II,  Rhode Island was based on principles of complete religious toleration from its very beginning. The 1663 founding charter notes that Rhode Island is meant to be:

a lively experiment, that a most flourishing civil state may stand and best be maintained…with a full liberty in religious concernments… our royal will and pleasure is, that no person within the said colony, at any time hereafter shall be any wise molested, punished, disquieted, or called in question, for any differences in opinion in matters of religion, and do not actually disturb the civil peace of our said colony; but that all and every person and persons may, from time to time, and at all times hereafter, freely and fully have and enjoy his and their own judgments and consciences, in matters of religious concernments, throughout the tract of land hereafter mentioned, they behaving themselves peaceably and quietly, and not using this liberty to licentiousness and profaneness, nor to the civil injury or outward disturbance of others, any law, statute, or clause therein contained, or to be contained, usage or custom of this realm, to the contrary hereof, in any wise notwithstanding.

Even the structure of Newport echoes the words of its royal charter. The city’s churches are not next to the statehouse, but clustered behind it, emphasizing their equality with one another and the separation between church and state.

It is hard for a modern reader to understand exactly how astonishing this promise of complete freedom of religious conscience was for the time. Perhaps the best way to think about it is that, when this royal charter was drawn up, Europe had suffered through more than 120 years of near-constant religious warfare. The death toll from that religiously motivated violence totaled somewhere between 5.6 and 18.5 million, depending on which historians you read and whether or not you count deaths caused by diseases and famine resulting from warfare.

Rhode Island must have seemed like a miracle to any 17th-century citizen. And for the Jews of Spain and Portugal, making their way to Newport via Amsterdam, the promise of such freedom must have been tantalizing and a little terrifying. Could they really trust that non-Christian religions would be included in these promises? Would they really be safe?

They would.

And the letter that Seixas read to George Washington makes that sense of security perfectly clear. Seixas did not speak of toleration and freedom as promises made in hopes of some much-desired future. He spoke of them as established truths that were in place then and there, as he was writing. “We now …behold a Government, erected by the Majesty of the People—a Government, which to bigotry gives no sanction, to persecution no assistance.”

Freedom Works

Washington’s response to Seixas and the other Jews of Newport is similarly focused on the success of the American experiment in toleration. He writes:

The citizens of the United States of America have a right to applaud themselves for having given to mankind examples of an enlarged and liberal policy—a policy worthy of imitation. All possess alike liberty of conscience and immunities of citizenship.

The Revolution is over. The Constitution is in place. The Republic has not fallen apart in its first years. There is reason to be proud, says Washington.

More importantly, he argues that toleration is not a question of an elite extending a favor to a lower and less worthy class. Toleration is about the equal treatment of all. The Jews of Newport are not “tolerated” the way that one learns to live with a leaky faucet or a small ding on your car bumper. Their differences are tolerated because their persons are equal.

It is now no more that toleration is spoken of as if it were the indulgence of one class of people that another enjoyed the exercise of their inherent natural rights, for, happily, the Government of the United States, which gives to bigotry no sanction, to persecution no assistance, requires only that they who live under its protection should demean themselves as good citizens in giving it on all occasions their effectual support.

Repeating Seixas’s phrasing back to him, in words that have become a crucial part of American thinking, Washington reassures him, and all the Jews of Newport, that he and they are of one mind on the subject of toleration.

We should think, today, about that phrase that Seixas originated and Washington repeated. It makes a fine model for how we should behave in the increasingly fraught religious tensions of the 21st century.

A civil society should give to bigotry no sanction, and to persecution no assistance. That means that those of us who are already here may not use our position to persecute newcomers, nor may we use their differences as an excuse for hatred and ill-treatment. But this is a covenant that must work in both directions. To enter into a civil society, one must make those promises as well.

Old hatreds, old prejudices, and old patterns of persecution must be left on the doormat of a civil society—discarded, like a pair of muddy boots, before you come in.

Only then can we regain the pride that Seixas and Washington had in a toleration that they felt was secured. Only then can we close our letters as Washington closed his, with the conviction that now, “every one shall sit in safety under his own vine and fig tree and there shall be none to make him afraid.”

Since at least as early as the eighteen century, classical liberalism, and its modern variant libertarianism, have opposed warfare except in cases of obvious self-defense. We see this anti-war position clearly among the anti-federalists of eighteenth-century America (who opposed all standing armies) and more famously within George Washington’s Farewell Address. Thomas Jefferson frequently inveighed against war, although in moves typical for Jefferson, he acted against his own professed ideology on a number of occasions.

On the other side of the Atlantic, liberalism finally made significant gains in Britain with the rise of the Anti-Corn Law League in the late 1830s. The head of the league, a radical liberal named Richard Cobden, rose to prominence throughout the 1840s and is notable today for his active defense of laissez-faire capitalism as a member of the House of Commons, and also for his staunch anti-interventionism in foreign affairs.

For a time, his political star rose quickly, but by the time the Crimean War ended, Cobden, had been cast aside by both a ruling class and a public enthusiastic for both empire and war.

Prior to the war Cobden traveled Europe as an honored guest at international peace conferences while advocating for free markets, civil liberties, and libertarianism everywhere he traveled. But in the end, as has been so often the case, his political career was ended by his opposition to war, and his refusal to buy into nationalistic propaganda.

Like the Crimean crisis of today, the Crimean crises of the early 1850s were caused by little more than the efforts of various so-called great powers to tip the global balance of power in their favor. Foremost among those grasping for global power was the British Empire.

But even as early as the 1830s, the British were seized by a series of national hysterias whipped up by a variety of anti-Russian pundits who were obsessed with increasing British military spending and strength in the name of “defense” from the Russians.

As is so often the case in securing the case for war, the pro-militarist argument among the Brits rested on perpetuating and augmenting the public’s nationalistic feelings that the Russians were uncommonly aggressive and sinister. Cobden, obviously far better informed on the matter than the typical Brit, published a pamphlet on Russia in 1836 actually considering the facts of Russian foreign policy, which he often compared favorably to the hyper-aggressive foreign policy employed by the British Empire.

Cobden began by comparing Russian expansion to British expansion, noting that “during the last hundred years, England has, for every square league of territory annexed to Russia, by force, violence, or fraud, appropriated to herself three.” And that among the self-professed opponents of conquest, the British failed to recognize that “If the English writer calls down indignation upon the conquerors of the Ukraine, Finland, and the Crimea, may not Russian historians conjure up equally painful reminiscences upon the subjects of Gibraltar, the Cape, and Hindostan?”

In an interesting parallel to the modern Crimean crisis, much of the opposition to the Russian among British militarists was based on the assertion that the Russians had annexed portions of Poland in aggressive moves that were deemed by the British as completely unwarranted. Cobden, however, understanding the history of the region to be much more murky than the neat little scenarios painted by militarists, recognized that neither side was angelic and blameless and that many of the “annexed” territories were in fact populated by Russians that had earlier been conquered and annexed by the Poles.

The Russians, while themselves no doubt hostile toward neighbors, were surrounded by hostile neighbors themselves, with the origins of conflicts going back decades or even centuries. The puerile and simplistic arguments of the British militarists, who advocated for what would become a global, despotic, and racist British Empire, added little of value to any actual public knowledge of the realities in Eastern Europe.

For his efforts in gaining a true understanding of global conflicts, and for seeking a policy of negotiation and anti-nationalism, Cobden was declared to be un-patriotic and a friend to the great enemy Russia during the Crimean war. Cobden, who had perhaps done more to consistently advance the cause of liberty than anyone else in Europe of his day, was declared to be a friend of despots.

The similarities to today’s situation are of course striking. The Crimea, an area of highly ambiguous ethnic and national allegiance is declared by the West to be a perpetual territory of anti-Russian forces much like the Eastern Polish provinces of old, in spite of the presence of a population highly sympathetic to Russian rule.

Moreover, the successor to the British Empire, the United States, with its global system of client states and puppet dictatorships and occupied territories declares itself fit to rule on a Russian “invasion” that, quite unlike the American invasion of Iraq, resulted in exactly one reported casualty.

As was the case with Cobden in the nineteenth century, however, merely pointing out these facts today earns one the label of “anti-American” or “pro-Russian” as in the obvious case of Ron Paul.

Like Cobden, Paul spent decades denouncing oppressive regimes domestically and internationally, only to now be declared “pro-Putin,” “pacifist,” “unpatriotic,” and “anti-American” by a host of ideologues utterly uninterested in familiarizing themselves with Paul’s actual record, including his denunciations, while in Congress, of Communist regimes and his warnings about Putin’s desire to expand Russian influence in Afghanistan.

Of course, Russia has not been the only target. For those who can remember the lead up to the Iraq War in 2003, this should all feel like déjà vu since many at that time, including some libertarians, claimed that opponents of invasion were “pro-Saddam Hussein” for pointing out that Iraq clearly had no weapons of mass destruction, and that his secular regime was probably preferable to the murderous Islamist oligarchy that has replaced it.

Paul remains in good company with the likes of Cobden, H.L. Mencken, William Graham Sumner, and virtually the entire membership of the American Anti-Imperialist League, including Edward Atkinson who encouraged American soldiers in the Philippines to mutiny. These were radical principled opponents of militarism who opposed government violence at great risk to themselves and their reputations. Some modern American libertarians, on the other hand, well out of reach of the Russian state, would rather spend their time stating what everyone already knows: Russia is not a libertarian paradise.

As usual, this year’s presidential campaign will test the popularity of two men. It will also tell us a lot about each man’s character, even if we think we already know all there is to know about them both. At this writing, some pundits are predicting a photo finish, maybe even a repeat of the 2000 Bush-Gore cliffhanger. Whatever the next few months produce, every presidential contest gets me pining for my personal favorite of the 44 men who have held the office—Grover Cleveland, America’s 22nd and 24th president.

Until 2000, the last time a close election produced a split decision in the popular vote and the Electoral College was 1888. Cleveland, the incumbent Democratic president, had been through a close one once before. In 1884 he won New York by just 1,200 votes—and with it, the presidency—but a switch of 601 votes in that one state alone would have swung the election to Republican James G. Blaine. Four years later Cleveland bested Benjamin Harrison by about 100,000 votes out of 11 million cast nationwide but he lost in the Electoral College 233–168. Because the contest was tight in a number of states, a slight shift in the popular vote plurality would have easily won it all for Cleveland.

Alyn Brodsky, in a biography entitled Grover Cleveland: A Study in Character, records that when reporters asked to what he ascribed his defeat, Cleveland smiled and said, “It was mainly because the other party had the most votes.” He did not equivocate. He did not whine and fret that he won more popular votes than Harrison. The “votes” to which he referred were the ones that really matter under the rules of the Constitution—Electoral College votes.

Cleveland handled his defeat with dignity. No recounts, no lawsuits, no spin, no acrimony. His grace in defeat was all the more remarkable considering that the loss meant he had to relinquish power he already possessed, not merely accept failure to attain it. He would not tolerate his political allies making an issue of the discrepancy between the popular and Electoral tallies. There was nary a hint of a “constitutional crisis” because the Constitution was Cleveland’s “controlling legal authority.” Cleveland retired to private life until he ran again in 1892, when he beat Harrison decisively, becoming the only American president to serve two nonconsecutive terms.

One reason the American people accepted the 1888 outcome in stride was that the federal government of that era just didn’t matter like the one of today does. Cleveland famously vetoed a bill to send federal money to drought-stricken farmers in Texas with the admonition, “Though the people support the government, it is not the duty of the government to support the people.”

In Cleveland’s day chronic budget surpluses at the federal level of government animated many a political contest, in stark contrast to the massive and endless deficits of today. While some people thought a surplus should be spent, Cleveland thought it was evidence that taxes were too high: “When more of the people’s sustenance is exacted through the form of taxation than is necessary to meet the just obligations of government, such exaction becomes ruthless extortion and a violation of the fundamental principles of a free government.”

Adjusted for inflation, the Obama administration spends more in one day than the first Cleveland administration spent in an entire year. Washington claims more than a quarter of national income now; in 1888, it managed to get by on about 3 percent. The two sides that will slug it out in the fall know that control of a gargantuan apparatus of money and power is at stake, and the temptations to pull out all the stops to win will be immense.

Even more emphatically, it was the character of Grover Cleveland that made the 1888 outcome a virtual nonevent. In so many ways he was a political oddity even for the Victorian times in which he served. Time and again he refused to do the politically expedient. For example, as a mayor, governor, and president, he rejected the spoils of victory and appointed the best people he could find—often earning the wrath of friends and party bigwigs because they didn’t get the nod. As biographer Brodsky puts it, “Here, indeed, was that rarest of political animals: one who believed his ultimate allegiance was to the nation, not to the party.”

Cleveland never lusted for public office. A prominent New York newspaper endorsed Cleveland for president in 1884 by declaring “three reasons” for voting for him: “1. He is an honest man. 2. He is an honest man. 3. He is an honest man.” He was, by all accounts, as utterly incorruptible when he left office as he was when he first assumed it. “Public office is a public trust” was an original Cleveland maxim.

Cleveland didn’t schmooze and slither his way through smoky backrooms to political power; nor did he exercise power as if he loved it for its own sake. He did the public’s business honestly and frugally and otherwise left us alone. It would not have occurred to him to so covet power as to fear private life. Trashing either the system or a good man’s character to obtain or hold on to public office was, to Grover Cleveland, unthinkable.

Every statesman is also a politician but not every politician is a statesman. Cleveland was so quintessentially statesmanlike that it hardly seems appropriate to note that he was also a politician. He certainly didn’t seek office for the thrill of it or for the power and notoriety it brings. Politics was not the meat grinder of principles for Cleveland that it is for so many others.

The Statesman

What qualities define a statesman? He or she doesn’t seek public office for personal gain or because it’s the only job he or she knows how to do. Like ancient Rome’s Cincinnatus or America’s own George Washington, the statesman takes time out from a life of accomplishment to serve the general welfare. He stands for a principled vision, not for what he thinks citizens will fall for. He is well informed about the vicissitudes of human nature, the lessons of history, the role of ideas, and the economics of the marketplace.

The statesman is a truth-seeker, which means he is more likely to do what’s right than what may be politically popular at the moment. You know where he stands because he says what he means and means what he says. He elevates public discussion because he knows what he’s talking about. He does not engage in class warfare or in other divisive or partisan tactics that pull people apart. He does not cynically buy votes with the money his taxes take from others. He may even judge his success in office as much by how many laws he repealed or vetoed as by how many he passed. (Cleveland vetoed more bills than all his predecessors combined.)

Grover Cleveland is my model candidate and model president. I’m betting that this fall’s campaign will only make me miss him all the more.
