Malthus Predicted Penury on the Eve of Plenty – Article by Richard M. Ebeling

Those of us fortunate enough to have been born in the so-called Western World (Europe and North America) rarely appreciate the historical uniqueness of our material and cultural well-being compared, not only to many around the globe today, but to westerners just a handful of generations ago.

A mere 200 years ago, in 1820, the world population numbered only around 1.1 billion people. About 95 percent of that number lived in poverty, with 85 percent existing in “extreme poverty.” By 2015, the world population had increased to over 7 billion, but less than 10 percent lived in poverty. Indeed, over the last quarter of a century, demographers calculate that every day there are 137,000 fewer people around the world living in extreme poverty.

This escape from poverty originated in Western Europe in the eighteenth and nineteenth centuries with the coming of the Industrial Revolution and the freeing of men and markets from the heavy-handed regulations and commercial restrictions of government. Especially since the mid-twentieth century, that liberation from poverty has been slowly but surely enveloping more of the people in the so-called “developing countries.”

Before this economic revolution of human betterment was made possible by free, or at least freer, markets, life around the world was (borrowing part of Thomas Hobbes’s famous phrase) basically nasty, brutish and short for virtually all of mankind.  The idea and ideal of material prosperity for humanity as a whole was merely the dream of a few dreamers who concocted utopian fantasies of remaking society to make a better world. For some at the end of the 1700s, the French Revolution served as the inspiration to believe that now that the “old regime” of power, privilege, and political position was being overthrown and a “new dawn” was opening for humanity.

The destruction of the ancient institutional order opened the door for remaking society and its structure; and with the institutional transformation could come a change in man. There emerged a new version of Plato’s belief that human nature was primarily a product of the social environment. Change the institutions within which men lived and the character of man could be transformed over time, as well.

William Godwin and the Collectivist Remaking of Man and Society

A leading voice in support of this “transformative” vision was William Godwin, a British social philosopher and critic, who argued that selfishness, poverty, and the form and content of human relationships could be radically made over, if only the institution of private property and the political order protecting it was abolished.

He argued for this new understanding and conception of man and society in his books, An Enquiry Concerning Political Justice (1793), and The Inquirer (1798). Indeed, some have argued that Godwin was one of the first of the modern advocates of “anarchism” – an ideal society without a system of political coercion in which men will cooperatively and collectively live and work for a higher “common good.”

The guiding principles in Godwin’s political and economic philosophy (which received some revision and modification between the three editions of Political Justice during his lifetime) were:

First, the moral foundation of all human actions should be based on the individual being concerned with the interests and betterment of the collective society, and not himself; any judgment concerning the ethics in men’s behavior should not be based on the results those actions produce, but the intention or motive behind the actions undertaken.

Second, that human nature is not a universal “given,” but rather man is born like a “blank slate,” the content of which can be influenced by the social environment and the education experienced by the new mind.

Third, that poverty is not and need not be an essential part of the human condition; rather, it is the result of the institution of private property that gives what rightly belongs and should be shared equally by all men to some by arbitrary political power and legitimacy; a “new society” of communal work and sharing will raise production to unimaginable levels, abolishing poverty and creating plenty.

Fourth, this would be coupled with the fact that as there was less concern with material want, people would turn their minds to intellectual pursuits; this would result in a reduction in the sex drive, and a falling off in reproduction and the number of people in society. Thus, concerns that a materially better off world might mean a growth in population exceeding the capacity to feed it was downplayed. Besides, there were plenty of places around the world to which any excess population could migrate.

Said William Godwin in Political Justice:

“If justice have any meaning, it is just that I should contribute everything in my power to the benefit of the whole . . . It is in the disposition and view of the mind, and not in the good which may accidentally and intentionally result, that virtue consists . . .

“Human beings are partakers of a common nature; what conduces to the benefit or pleasure of one man will conduce to the benefit or pleasure of another. Hence it follows, upon the principles of equal and impartial justice, that the good things of the world are a common stock, upon which one man has as valid a title as another to draw for what he wants . . . What can be more desirable and just than that the produce itself should, with some degree of equality, be shared among them?”

What if some individuals refused to sacrifice for the collective, and were unwilling to bend their own self-interest to the betterment of the societal group? Godwin was equally direct that the individual had no right to his own life if his foregoing it served the needs of the collective:

“He has no right to his life when his duty calls him to resign it. Other men are bound . . . to deprive him of life or liberty, if that should appear in any case to be indispensably necessary to prevent a greater evil . . .”

Thomas Malthus on the “Natural” Limits to Human Betterment

Thomas Malthus (1766-1834) was an ordained minister who became interested in various themes in political economy and became famous for arguing against the theories espoused by William Godwin. His father, Daniel Malthus, took a view sympathetic to Godwin’s on man, human nature, and society. Thomas took the opposite view and ended up writing his famous, An Essay on the Principle of Population as It Affects the Future Improvement of Society, with Remarks on the Speculations of Mr. Godwin, M. Condorcet, and Other Writers (1798).

The gist of Thomas Malthus’s argument was that physical capacities to regularly increase the supply of food for human survival falls far short of the natural inclinations of human reproduction. Thus, the growth in population, when left unchecked, and given the “passions” of men and women, has the tendency to outrun the supply of food.

Hence, there were natural limits on the improvement of the material conditions of man, which no change in the political, economic, and social institutions of society, by themselves, can assure or bring about a “heaven on earth,” as prophesied and promised by Godwin and others.

Not surprisingly, the book caused a firestorm of controversy. Malthus’s apparent “pessimism” concerning the possibility of improving the human condition through conscious social change led the British social critic and essayist, Thomas Carlyle, to call economics, “the dismal science.”

Malthus argued that human existence is bound by two inescapable principles that have not and are not likely to change, given all of human history: the need for food to exist, and the degree of sexual passions of men and women for each other, which he enunciates in his Essay on the Principle of Population:

“I think I may fairly make two postulata. First, that food is necessary to the existence of man. Secondly, that the passion between the sexes is necessary, and will remain nearly in its present state.

“These two laws ever since we have had any knowledge of mankind, appear to have been fixed laws of his nature; and as we have not hitherto seen any alteration in them, we have no right to conclude that they will ever cease to be what they now are . . . I do not know that any writer has supposed that on this earth man will ultimately be able to live without food.

“But Mr. Godwin has conjectured that the passion between the sexes may in time be extinguished. As, however, he calls this part of his work, a deviation into the land of conjecture, I will not dwell long upon it at present, than to say, that the best arguments for the perfectibility of man, are drawn from a contemplation of the great progress that he has already made from the savage state, and the difficulty of saying where he is to stop.

“But towards the extinction of the passion between the sexes, no progress whatever has hitherto been made. It appears to exist in as much force at present as it did two thousand, or four thousand years ago.”

The Checks on Mouths to Feed: Misery and Vice

Malthus then made his famous statement concerning the relationship between the “geometric” rate of unchecked population growth in comparison to the “arithmetical” growth in the rate of food production. Eventually, the rate of population growth would overtake the rate of food production, the result of which would be a “natural check” on population through poverty, starvation, and death.

“Assuming then, my postulata as granted, I say, that the power of population is indefinitely greater than the power in the earth to produce subsistence for man. Population, when unchecked, increases in a geometrical ratio. Subsistence increases only in an arithmetical ratio. A slight acquaintance with numbers will show the immensity of the first process in comparison to the second.

“By the law of our nature which makes food necessary to the life of man, the effects of these two unequal powers must be kept equal. This implies a strong and constantly operating check on population from the difficulty of subsistence. This difficulty must fall somewhere; and must necessarily be severely felt by a large portion of mankind . . .

“This natural inequality of the two powers of population and of production in the earth, and that great law of our nature which must constantly keep their effects equal, form the great difficulty that to me appears insurmountable in the way of the perfectibility of society.

“All the arguments are of slight and subordinate consideration in comparison of this. I see no way by which man can escape from the weight of this nature. No fancied equality, no agrarian regulation in their utmost extent, could remove the pressure of it even for a single century. And it appears, therefore, to be decisive against the possible existence of a society, all the members of which, should live in ease, happiness, and comparative leisure; and feel no anxiety about providing the means of subsistence for themselves and families.”

Malthus argued that taking periods of 25 years as a benchmark, the accelerating growth in population would finally reach a crisis point relative to the rate of food growth.  What, then, may check this growth in an unsustainable population? Malthus concluded only two factors. What he called “vice” and “misery.”

Fearful of marrying before he can support a family and bring about starvation and ruin to his offspring, a man may delay and defer marriage until he feels financially able to care for a wife and children. But this results in “vice,” since the sexual urges lead men to search out physical gratification outside the bonds of matrimony, and the birth of illegitimate offspring.

Or it brings about “misery,” due to a failure to defer marriage, and the bringing into the world children for which means of subsistence do not adequately exist. This results in starvation and premature death of children and adults that brings the population and its growth down, again, to a level sustainable from existing food production.

Malthus added that if Godwin’s proposal for a greater community of property and equality of distribution of its output were to be introduced it would soon diminish the incentives for work and effort and set men into conflict with each other. Or as he put it, weakened private property rights would soon set in motion “the black train of distresses, that would inevitably be occasioned by the insecurity of property.”

Tempering Nature’s Constraints through Moral Restraint

In 1799, after the publication of An Essay on the Principle of Population, and then again in 1802, Thomas Malthus went on trips around parts of Europe. He collected a large amount of historical and demographic data on population (to the extent that such data then existed). He used this to publish a second edition of the book in 1803 that was substantially increased in size and factual information, as he had been able to gather it.

To his previous argument, Malthus now added an additional factor that could serve as a check on population, and could even keep population growth sufficiently under control so that standards of living might rise, even in the long run. This was what he called “moral restraint.”  This was a conscious act to defer marriage until an individual had the financial means to adequately support a family, and the will to renounce the temptations of “vice.” That is, to abstain from sexual gratification outside of marriage. Said Malthus:

“It is of the utmost importance to the happiness of mankind that population should not increase too fast; but it does not appear that the object to be accomplished would admit of any considerable diminishment in the desire for marriage.

“It is clearly the duty of each individual not to marry till he has a prospect of supporting his children; but it is at the same time to be wished that he should retain undiminished his desire for marriage, in order that he may exert himself to realize this prospect, and be stimulated to make provision for the support of greater numbers . . .

“And if moral restraint be the only virtuous mode of avoiding the incidental evils arising from this principle, our obligation to practice it will evidently rest exactly upon the same foundation as our obligation to practice any of the other virtues.”

Unleashing of Free Markets Negated Malthus’ Prediction

Given the seven-fold increase in world population since 1820 discussed above, accompanied by an even more dramatic fall in global poverty over the last two hundred years, Malthus’ warnings and fears seem to have been totally undermined by the facts of history. Population has exploded beyond all experience in human history during the last two centuries, yet all of these billions of additional mouths are increasingly fed and with a rising standard of living for a growing number of them.

Clearly, Malthus, writing in the late eighteenth and early nineteenth centuries underestimated one important influence that was beginning during his lifetime: market-based industrialization. Investment in productive capital equipment, especially in agriculture, began to dramatically increase the output and the nutritive quality of food produced per unit of cultivated land. This included the development of modern chemistry to increase harvests and productive strains of crops. Thus, food production has grown exponentially, and not, as Malthus feared, “arithmetically.”

Urbanization has resulted in a conscious choice by married couples to reduce the size of families. In farming societies with limited mechanization, each child is an additional mouth that comes with two hands to help in the working of the land.  Hence, children are “investment goods” in agricultural society, both for work to be done and offering support for parents in their old age.

In industrial, urban society, children are additional mouths to feed that supply little or no extra income to the family during most of childhood. Hence, children are “consumer goods” that consume income, and reduce the standard of living of the family.  In addition, the cost of urban residential living space has influenced the incentives about sizes of families. And, of course, the development of birth control has greatly influenced the ability and widened of the choice of how many children to have, and when.

In fairness, what Malthus and many others failed to see or anticipate was the explosion of production, industry, and commerce that was soon set loose by expanding economic liberty in the nineteenth century. This unleashed entrepreneurial innovation and discovery of market opportunities in the pursuit of profits. This was made possible by ending the trade protectionism, domestic regulation, heavy tax burdens, and paper money inflations that enveloped all of Europe, including Great Britain, during nearly the quarter of a century of war from 1791 to 1815 between first Revolutionary and then Napoleonic France against practically all of the rest of Europe.

The difference was made by the arrival of peace and the beginning of a conscious introduction of economic liberalism, first in Great Britain and then other parts of the European continent, and independently at the same time in the United States. Only then was free market capitalism’s potential horn-of-plenty able to begin to release its bounty upon humanity.

Malthus’s Contributions to Human Understanding

Many historians of economic thought have pointed out the various weaknesses, exaggerations, inconsistencies, and factual errors in Malthus’s argument and the changing premises and arguments in the various editions of his Essay on the Principle of Population. Indeed, one of the leading such historians, Edwin Cannan, stated that Malthus’s analysis, “falls to the ground as an argument, and remains only a chaos of facts collected to illustrate the effect of laws which do not exist.” And Joseph A. Schumpeter even said that the actual pattern of birth rates with industrialization and urbanization accompanied by growth in food production suggested “a sort of Malthusianism in reverse.”

But even with its weaknesses and factual errors, others have seen an enduringly valuable contribution in Malthus’s theory of population. No less than an authority than the Austrian economist, Ludwig von Mises, in his treatise, Human Action, suggested that in Malthus’s work can be seen a contribution equal to the discovery of the logic of division of labor and the spontaneous workings of the market order for the betterment of human circumstances:

“The Malthusian law of population is one of the great achievements of thought. Together with the principle of the division of labor it provided the foundation for modern biology and the theory of evolution; the importance of these two fundamental theorems for the sciences of human action is second only to the discovery of the regularity in the intertwinement and sequence of market phenomena and their inevitable determination by the market data . . .

“Malthus showed that nature in limiting the means of subsistence does not accord to any living being a right of existence, and that by indulging heedlessly in the natural impulse of proliferation man would never have risen about the verge of starvation. He contended that human civilization and well-being could develop only to the extent that man learned to rein in his sexual appetites by moral restraints…

“Nonhuman beings are entirely subject to the operation of the biological law described by Malthus . . . But the case is different with man. Man integrates the satisfaction of the purely zoological impulses, common to all animals, into a scale of values, in which a place is also assigned to specifically human ends.

“Acting man also rationalizes the satisfaction of his sexual appetites. Their satisfaction is the outcome of a weighing of the pros and cons. Man does not blindly submit to a sexual stimulation . . . He refrains from copulation if he deems the costs – the anticipated disadvantages – too high.”

Thomas Malthus, even with the limits and incompleteness of his analysis, can be seen to have made essential contributions to understanding the inescapable human condition. First, man at any time exists under a scarcity of the means for his ends.  Other things held given, the larger the population the greater needs to be the available supply of food and other necessities of life, if the standard and quality of life are not to be diminished. The only way to prevent a decline in standards of living is for there to be increases in capital investment that increase production and the productivity of the workforce more than any increase in the population.

Second, given the level of capital investment and technological knowledge, there is an optimal size of a society’s population, below which more people means greater net output, and above which there results less net output. And, third, the political and economic institutional circumstances can make a difference in that they may foster capital investment, more forward-looking choices by individuals, and incentives to save and work.

On this latter point, Malthus was well aware of the dangers from overreaching and expanding governmental power in terms of their threat to liberty and popular self-improvement. In the expanded, fifth edition of his Essay on Population, which appeared in 1817, he warned that ignorance of the laws of nature and the essential institutions of a free commercial society can easily lead astray mobs of people whose violent actions may open the door to despotism.

This sets the stage for a dangerous confrontation between individual liberty and political authority, in which people must always be watchful and knowledgeable so as to check the government’s drive for unchecked power. Malthus warned:

“The checks which are necessary to secure the liberty of the subject will always to some degree embarrass and delay the operations of the executive government. The members of the government feeling these inconveniences while they are exerting themselves, as they conceive, in the service of their country, and conscious perhaps of no ill intention towards the people, will naturally be disposed on every occasion to demand the suspension or abolition of these checks; but if once the convenience of ministers be put in competition with the liberties of the people and we get into the habit of relying on fair assurances and personal character, instead of examining with the most scrupulous and jealous care the merits of each particular case, there is an end of British freedom.

“If we once admit the principle that the government must know better with regard to the quantity of power which it wants than we can possibly do with out limited means of information, and that therefore it is our duty to surrender up our private judgments, we may just as well at the same time surrender up the whole of our constitution. Government is a quarter in which liberty is not nor cannot be very faithfully preserved. If we are wanting to ourselves, and inattentive to our great interests in this respect, it is the height of folly and unreasonableness to expect that government will attend to them for us.”

Thus, Thomas Malthus’s contribution may be said to be the following: Man is above all other life forms on earth in that he is able to use his reason to control his passions when they may entail costs greater than the anticipated benefits; at the same time he can use his rational faculties to devise ways to escape limits that nature places upon him by planning ahead to increase his future productive and income earning capacities to improve his standard of living. And that to do so most successfully there must be the necessary institutional prerequisites, among which freedom, property, and peace are the most essential.

Your Problem with Gays or Guns Is Not Political – Article by Robin Koerner

Not too long ago, perhaps as a rite of passage before becoming a new American, I did something I’d done only once before: I went to a range and shot some guns. Lots of guns. All shapes, ages, and sizes.

For a guy born British, such a thing feels very strange – because guns feature nowhere in British culture.

Accordingly, I was unsurprised by the reaction of my mother when I called home and told her that I’d had a great time learning about firearms and discovering I wasn’t a bad shot, even with a second-world-war Enfield. “That’s the last thing I’d ever imagine you’d enjoy doing,” she said to me. She wasn’t being judgmental: it was an expression of genuine surprise.

“That’s because you just can’t imagine why nice or normal people would enjoy guns … because you don’t know any … no Brits know any,” I replied.

Mom thoughtfully agreed.

Many decent people who have no interest in guns simply can’t imagine what it must be like to be someone who is passionate about something whose primary purpose is to kill people. Although the gun debate is waged using words, logic, and fact (to different ends by both sides of course), the arguments constructed using these three tools are not what brings people to their pro- or anti-gun position. Rather, most people are emotionally or intuitively committed to a position first, and deploy these tools retroactively in defense of their position. Despite what we like to think, most, if not all, of our political views come about this way. Studies show, time and time again, that David Hume was right, when he claimed,

And as reasoning is not the source, whence either disputant derives his tenets; it is in vain to expect that any logic, which speaks not to the affections, will ever engage him to embrace sounder principles.

Do You Want to Kill People?

What most anti-gun people are really feeling (rather than thinking) is that there has to be something strange about you if you like guns. I mean, why would you like by something whose primary purpose is to kill people? If you do, you can’t be like me. You are sufficiently different that I am suspicious of your worldview or your motives or both. You are culturally “other.”

Productive engagement, and the pervasive acceptance of individual rights, involves bridging such cultural gaps. With the gun-rights issue, as with all others, the best way to bridge such gaps is the same way all forms of cultural segregation (because that is what we are really talking about) have been permanently broken down over time: get to know, and spend personal time with, those on the other side of the gap.

It works both ways. People who favor more gun regulation are not actually motivated by taking away your liberty. And people who favor robust Second Amendment protections do not have a higher threshold for the acceptance of violence or aggression. You’ll know this when you have them as friends, and having such friends causes the all-or-nothing arguments that make such dramatic claims about the fundamental differences between you and the people on the other side of the issue to cease to be credible.

This mistaking of differences of cultural identity for political differences, or, the erroneous idea that political differences drive different cultural identities, rather than the other way around, severely hobbles our ability to protect all of our liberties and empowers political partisans who have a vested interest in maintaining power by keeping us insolubly divided.

The Rise of Subcultures

Just as gun owners form a kind of (albeit highly porous) sub-culture, the LGBT community does too. Some people who have been brought up in a socially conservative or religious subculture simply can’t imagine even wanting to do (let alone actually doing) the things that those in another subculture (LBGT) do as a matter of course. Again, if I can’t even imagine your experience or desires, then we are deeply culturally separated. Just as gun-control advocates feel a twinge of disgust, or at least condescension, toward the culture of gun owners, some of our religious friends feel similarly about the LBGT subculture.

“Disgust” is of course a very strong word, and most of us sublimate it deeply, but it captures the sense that the division among our “political” subcultures is more visceral than rational. Reason is applied later to justify in the conscious mind the position that the subconscious makes us emotionally comfortable with.

Now, I have, or certainly used to have, a distinctly conservative streak when it comes to the raising of children, and I have an instinctive respect for any political position that is genuinely motivated by requiring adults to do the best by the children whom they create. I can understand, then, the real discomfort of those who sincerely believe that children benefit from having male and female role-models at home, and that society should be very wary of sanctioning anything that does not place the well-being of children above the proclivities of their parents.

However, two of my friends – and two of the kindest and most responsible people I know – happen to be gay partners who adopted a(n American-born) daughter. Phil and Michael are giving their adopted daughter a wonderful life. Their love for her is boundless. The security, values, and richness of experience that they are providing her will set her up forever. And the gap between the life that Mia Joy has and that which she would otherwise have makes the general question “Should gay couples should be able to adopt” sound something between silly and faintly insulting when applied to this particular, inspiring case.

I am blessed with close gay friends with whom I identify as much as I do with many of my straight friends. So for me, the question of gay marriage and adoption, for example, is not so much a political argument that needs logical “deciding,” but the very intuition of the existence of some gay “other” on which the very argument depends has disappeared. As that cultural gap is bridged through actual human relationship, the separateness of that “other group,” on which any suspicion I may have of their motivations depends, ceases to exist.

I’ve had many gay friends for many years. And now I am getting many gun-owning friends too. And because they are all good people (they’d not be my friends otherwise, would they?), I see both groups as doing essentially the same thing when they defend their rights – insisting on being allowed to be themselves, and defend the validity of the way they experience the world – as long as they harm no one else.

But That’s Wrong

Of course, if you’re reading this and you don’t like guns, you’re thinking, “That’s wrong. Guns harm people.” Not in the hands of my friends, they don’t. And if you’re reading this and you don’t like gays, you’re thinking, “That’s wrong. Gay adoption is bad for the children.”

Not by my friends, it isn’t.

If I were going to take a stand against gay adoption, I would have to imagine saying to Phil and Mike, “You should not be allowed to what you have done for Mia Joy, and I would use the force of law to stop you.” Even if I could make an abstract political argument against gay adoption, I cannot say that to them in good conscience. And if I were going to take a stand against my open-carrying friend, Rob, I’d have to imagine saying to him, “You should not be allowed to own that to protect your family – or to protect your country against a tyrannical state, should it ever come to that, and I would use the force of law to stop you.” Even if I could make an abstract political argument against private gun ownership, I could not say that to him in good conscience.

Friendship

By becoming friends with Phil and Mike, and with Rob, their respective subcultures cease to be alien to me.

The truth is that, because I know Rob as a grounded, kind man, I also know that the rest of us are better off when people like him have a few of the guns – rather than their all being in the hands of our political masters. And because I know Phil and Michael as being rather like Rob in those respects, I simply know that the rest of us are better off when people like them have a few of America’s children.

And there’s not a political argument in sight.

You’ll appreciate my delight, then, when, during my day at the range with Rob, he told me that his local organization in defense of the second amendment accepted the open offer made by the organizers of his city’s annual gay pride event to support them by marching with them. The two groups have now formed an ongoing alliance, reflecting the fact, of course, that they are really doing the same thing: protecting the right of people to do anything they want for people they love as long as they harm no one else.

That’s when you know that you really care about liberty: the excitement of marching in support of someone who wants to protect and celebrate their freedom overcomes your “cultural discomfort” (should you have any) with what they want to do with it.

If we can challenge ourselves by focusing as much on nurturing our human connection with our political opponents by relating to them as people, we’d discover a wonderful paradox: we’d all feel, from our opposed initial positions, increased success in getting our opponents to see the world our way.

Dissolving Political Differences

How is that possible?

It’s possible because collapsing the subcultural divides in our society through actual human relationship does something bigger and better than resolving our political differences: it dissolves them. It dissolves them because it reveals that much of what we thought were differences of political principle are really rationalizations of the suspicion we feel toward those whose experiences and pleasures we simply cannot imagine sharing.

As in history, so in psychology: culture precedes politics.

One hundred years ago last week, on Christmas Eve, 1914, German and British soldiers emerged from the horrors of World War One trench warfare to greet each other, exchange food and gifts, and to wish each other a Merry Christmas. What we remember now as the “Christmas Truce” began with soldiers singing Christmas carols together from in the trenches. Eventually the two sides climbed out of the trenches and met in person. In the course of this two-day truce, which lasted until December 26, 1914, the two sides also exchanged prisoners, buried their dead, and even played soccer with each other.

How amazing to think that the celebration of the birth of the Prince of Peace could bring a brief pause in one of the most destructive wars in history. How sad that it was not to last.

The Christmas Truce showed that given the choice, people do not want to be out fighting and killing each other. It is incredibly damaging to most participants in war to face the task of killing their fellow man. That is one reason we see today an epidemic of PTSD and suicides among US soldiers sent overseas on multiple deployments.

The Christmas Truce in 1914 was joyous for the soldiers, but it was dangerous for the political leadership on both sides. Such fraternization with the “enemy” could not be tolerated by the war-makers. Never again was the Christmas Truce repeated on such a scale, as the governments of both sides explicitly prohibited any repeat of such a meeting. Those who had been greeting each other had to go back to killing each other on orders from those well out of harm’s way.

As much as national governments would like to stamp out such humanization of the “enemy,” it is still the case today that soldiers on the ground will meet and share thoughts with those they are meant to be killing. Earlier this month, soldiers from opposing sides of the Ukraine civil war met in eastern Ukraine to facilitate the transfer of supplies and the rotation of troops. They shook hands and wished that the war would be over. One army battalion commander was quoted as saying at the meeting, “I think it’s a war between brothers that nobody wants. The top brass should sort things out. And us? We are soldiers, we do what we’re told.”

I am sure these same sentiments exist in many of the ongoing conflicts that are pushed by the governments involved – and in many cases by third-party governments seeking to benefit from the conflict.

The encouraging message we should take from the Christmas Truce of 100 years ago is that given the opportunity, most humans do not wish to kill each other. As Nazi leader Hermann Goering said during the Nuremberg war crimes trials, “naturally, the common people don’t want war; neither in Russia nor in England nor in America, nor for that matter in Germany.” But, as he added, “the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same way in any country.”

This is where our efforts must be focused. To oppose all war propaganda perpetrated by governments against the will of the people.

As the world reflects on the incomprehensible horror of the Great War which erupted 100 years ago there is a question which goes unasked in the media coverage. How was there no peace deal between the belligerents in 1915 or at latest 1916 once it became clear to all — especially after the Battle of the Somme — that the conflict had developed into a stalemate and holocaust of youth?

While there had been some early hopes for peace in 1916, they quickly evaporated as it became clear that the British government would not agree to a compromise deal. The political success of those who opposed compromise was based to a considerable degree on the argument that soon the US would enter the conflict on the Entente’s (Britain and France) side.

Although the US had allowed the Entente (but not the Central Powers) to access Wall Street without restriction during the first two years of the war, the historical evidence shows that President Wilson had been inclined to threaten Britain with the ending of its access to vital US market financing for its war effort if it failed to negotiate seriously for peace. But Wilson was dissuaded from urging peace on the negotiators by his political adviser Colonel House.

A less well-known story is the role of the then-newly created Fed (which opened its doors in 1914) and its allies within the Wilson administration in facilitating Entente finance. Two prominent Fed members — Paul Warburg and Adolph Miller — had fought a rear-guard campaign seeking to restrict their new institution from discounting trade bills or buying acceptances (largely financing munitions) issued by the belligerents (in practice, the Entente Powers). But, they had been thwarted by the persistence of the New York Fed chief Benjamin Strong (closely allied to J.P. Morgan and others who were gaining tremendously from arranging loans to France and Britain) and the Treasury Secretary McAdoo, the son-in-law of President Wilson. (McAdoo, whose railroad company had been bailed out personally by J.P. Morgan, was also a voting member of the Federal Reserve Board).

Milton Friedman has argued that the creation of the Federal Reserve made no difference to the US monetary and economic outcomes during the period of neutrality (up until March 1917) or during the US participation in the war (to November 1918). The difference, Friedman contended, came afterward when the Fed allowed rapid monetary growth to continue for a further year. Under the pre-Fed regime, Friedman argues, the US would also have experienced huge inflows of gold during the period of neutrality and under existing procedures (for official US gold purchases), and these would have fueled rapid growth of high-powered money and hence inflation. In the period of war participation, the Treasury would have printed money with or without the Fed (as indeed had occurred during the Civil War).

There are two big caveats to consider about Friedman’s “the Fed made no difference” case. The first is that the administration and Wall Street’s ability to facilitate the flow of finance to the Entente would have been constricted in the absence of backdoor support (via trade acceptances and bills) by the new “creature of Jekyll Island” (the Fed). The second is that both camps within the Fed (Benjamin Strong on the one hand, and Paul Warburg and Adolph Miller on the other) were united in welcoming the accumulation of gold on their new institutions’ balance sheet. They saw this as strengthening the metallic base of the currency (both were concerned that the Fed’s creation should not be the start of a journey toward fiat money) and also as a key factor in their aims to make New York the number-one financial center in the world, displacing London in that role.

Without those hang-ups it is plausible that the US would have trodden the same path as Switzerland in dealing with the flood of gold from the belligerents and its inflationary potential. That path was the suspension of official gold purchases and effective temporary floating of the gold price. The latter might have slumped to say $10–14 per ounce from the then official level of $21 and correspondingly the dollar (like the Swiss franc) would have surged, while Sterling and the French franc come under intense downward pressure. In effect the Entente Powers would not have been able to finance their war expenditures by dumping gold in the US and having this monetized by the Fed and Treasury — a process which effectively levied an inflation tax on US citizens.

This suspension of gold purchases would have meant a better prospect of there being a gold-standard world being recreated in the ensuing peace. The exhaustion of British gold holdings during the war ruled out the resurrection of Sterling as gold money. Its so-called return to gold in 1925 was in fact a fixed exchange rate link to the US dollar. The US would have been spared much of the cumulative wartime inflation. The Fed would not have been so flush with gold that it could have tolerated the big monetary binge through 1919 before ultimately being forced by a decline in its free gold position to suddenly tighten policy sharply and induce the Great Recession of 1920–21. That episode led on to the Fed focusing during the 1920s on modern monetary management (counter-cyclical policy changes and price stabilization). The consequences of that focus, ultimately fatal to the gold order, were the Great Boom and the Great Depression.

Mid-1798 was the culmination of a development of heated antagonisms which had entangled the United States on both the domestic and the foreign scenes. The passage of the Alien and Sedition Acts in June and July of that year was met with a myriad of responses by various influential individuals and political movements within the country, thus adding fuel to a multifaceted dispute. Key areas of intense disagreement included relations with European powers, the nature of acceptable political dissent, and the distinction between loyalty to the Constitution and the present wielders of power.

This essay will examine the historical events and controversies central to the passage of the Alien and Sedition Acts and the debate regarding them.

American Diplomacy with Britain and France

In 1793 France, engulfed by a bloody revolution, declared war on Holland, Spain, and its archrival, Great Britain. The United States encountered a dilemma; it maintained key ties with both France, its principal ally by the Treaty of Alliance of 1778, and Great Britain, its chief commercial partner and the source of much of its overseas revenue.

In April 1793, Citizen Edmond Genet, a representative of the French government, employed the alliance with the United States as the pretext for recruitment of Americans on American soil to fight the British in the Western hemisphere (Norton 219). Genet also sought to entangle America in the war with Great Britain, facing instead a neutrality proclamation by President Washington, who strove to retain friendly impartiality between the United States and each of the warring powers.

Meanwhile, in hopes of averting war with England and resolving matters such as the stationing of British troops in the American Northwest and the British seizure of American merchant ships with French wares from the West Indies, Washington sent Chief Justice John Jay to negotiate a treaty in 1794-95. The treaty satisfied a substantial portion of the United States’ requests and set its relations with Britain on a stable footing (Norton 221).

In the meantime, however, the Jay Treaty provoked a reaction by France, manifested by the Directory’s order to intercept American vessels that transported British goods. Upon the deployment of John Marshall, Elbridge Gerry, and C. C. Pinckney for the purpose of negotiating an end to these violations, the American envoys were met by three agents of Foreign Minister Talleyrand, who demanded a bribe, a loan, and an apology for President Adams’ anti-French remarks before the negotiations could even begin. Their extortionist approach was publicized in the “XYZ Affair,” which sparked a severe attitudinal backlash against France within the United States (Norton 224).

Federalists’ and Republicans’ Views of Britain and France

As fighting between American and French navies in the Caribbean developed into an unofficial war, the ruling Federalist Party in the United States saw the volatile situation as a pretext for implementing domestic controls. Hence, the Alien and Sedition Acts, legislation that lengthened immigrants’ naturalization period (Naturalization Act), gave the President almost unlimited power to detain (Alien Enemies Act) or deport them (Alien Friends Act), and rendered any criticism of government policy a virtual crime (Sedition Act), came into being. The Federalists hoped thereby to kill two birds with one stone, to actively resist France and to crush their primary political rivals, the Democratic-Republicans.

The dispute over foreign affairs was one of the key issues which separated the advocates of the Alien and Sedition Acts from their opponents. The rampant Reign of Terror during the French Revolution horrified many Federalists, and the effrontery of Commissioners X, Y, and Z even further intensified their hostilities toward France.

James Madison wrote concerning President John Adams’s opinion of France that Adams considered the French and American revolutions to be diametrically opposite in principle. Alexander Hamilton added that it would be treason for an American to sympathize with France and thereby offend his own government, which had been so callously mistreated. Hamilton and the High Federalists especially constantly urged for an official declaration of war against France during 1798-99 (Norton 226).

The Republicans, on the contrary, sympathized with the French Revolution and viewed the XYZ affair as exploited out of proportion by the Federalists to advance the ulterior motives of the latter. Thomas Jefferson wrote in a letter to Madison that the XYZ papers were revealed to the American public in a misconstrued format, for the purpose of creating an intentional “shock” and arousing animosity against France.

While the Federalists sought stable commercial and cultural relations with Britain, the Republicans sensed danger in all things British. Jefferson, writing to Phillip Mazzei, explicitly mentioned the Federalists’ association with England and English monarchy, and the purported desires of the Federalists to re-impose British-style government on the United States. While the Federalists perceived the integrity of America as threatened by French extortion, the Republicans saw a radically different menace in British-imitating aristocracy. Whereas the Federalists persecuted French sympathizers because of the alleged threat to national security that the latter caused, the Republicans saw the threat in the Federalists’ persecution itself.

Arguments About the Permissibility of Political Dissent

Aside from issues of desirable American foreign policy toward Britain and France, the arguments over the Alien and Sedition Acts also encompassed issues of free speech and political dissent.

For the Federalists, the acts were an opportunity, explicitly acknowledged by Senate whip Theodore Sedgwick, to eliminate factionalism and opposition within the country. Fifteen indictments and ten convictions resulted from the Acts, the victims including outspoken Republican newspaper editors and Matthew Lyon, a Republican congressman (Norton 224).

The Federalists did not consider the silencing of critics to be in opposition to the First Amendment; John Allen, a Federalist congressman, expressed the generally prevailing view within his party that the freedom of the press did not imply the right to slanderous smearing or incitement toward subversion of lawful government. Allen’s statement assumed that the integrity of Federalist policies was beyond question, and anyone who doubted their validity was automatically a liar and an insurrectionist.

In short, the Federalists did not see a distinction between forceful revolution and peaceful denunciation of government policies. The Republicans, on the contrary, recognized the philosophy behind the Sedition Act to be a foundation for dictatorial oligarchy and the antithesis of a free society.

Representative Edward Livingston, for example, noted that the Acts invested in the President (and his Federalist-packed courts) the authority to determine what constituted a crime under them, whom to convict, and how to punish the convicted. Thus, the Acts violated the balance between the various branches of government and tipped the scales in extreme favor of the executive.

Thomas Jefferson and James Madison undertook a campaign against the Acts on a state level, drafting the Virginia and Kentucky Resolutions, which proclaimed the laws unconstitutional due to the fact that state approval of the measures had been bypassed. The Constitution and the Federal Government, it was argued, were the products of a compact amongst the states, and the Federal Government’s legislation possessed no legitimate connection to the interests of the people unless verified by more direct representatives thereof (Norton 225). Thus the Republicans, far from espousing any anti-American rhetoric, actively condemned Federalist policy using the principles of the American revolution and of a limited government that safeguards, not violates, the sacred liberties of man.

It is fortunate that the Republicans won the debate over the Alien and Sedition Acts, thereby setting a strong precedent against government suppression of criticism which has lasted to this day. Free political speech came under attack in the United States during the first decades of the country’s existence, and it thankfully withstood that attack.

Loyalty to the Constitution Versus Loyalty to the Government

In the political disputes over the Alien and Sedition Acts of 1798, the distinction between loyalty to the Constitution and loyalty to the established government further separated Federalists and Republicans in the controversy over the Acts.

Representative Albert Gallatin criticized the Federalists for equating the two loyalties and, in contraposition, the two disloyalties. The idea that an opposition to the temporary majority of the present day is an opposition to the Constitution was, according to Gallatin, “subversive of the principles of the Constitution itself.”

The Federalists, by rendering criticism of their measures illegal, would thereby institutionalize their regime into a force-backed behemoth that would no longer be susceptible to the interests and displeasures of the people. With the press silenced, both sides of an issue would not be able to be transferred to the public, who would thus be manipulated by the government into favoring the incumbency. How, then, would the First Amendment apply? This perversion of the public’s electoral right was, stated the Republicans, the gateway to dictatorship.

Both the Federalists and the Republicans viewed each other as traitors to the American essence. The former categorized treason as dislike of the political status quo, whereas the latter saw the status quo as a form of treason in itself.

On the foreign front, the Quasi-War with France was resolved during the Convention of 1800, canceling the Treaty of Alliance of 1778 and freeing America from all binding foreign obligations (Norton 226).

Domestically, the Alien and Sedition Acts proved to be the Federalists’ undoing. Matthew Lyon, arrested during the Federalist reign of censorship, would cast the deciding ballot in favor of Republican Thomas Jefferson in 1800. Jefferson would pardon all persons convicted under the Sedition Act.

The Acts themselves expired in 1801, and the newly empowered Republicans had no intention of renewing them. The controversies over foreign affairs, political dissent, and the nature of Constitutional adherence were ultimately resolved in the Republicans’ favor; war with France was averted, freedom of speech reinstated, and loyal opposition forces encouraged in American politics up to the present day. Since the death of the Alien and Sedition Acts, America has remained a haven for spirited and vibrant ideological dispute.

To this day, it is urgent for Americans to keep in mind that loyalty to the United States and to the Constitution does not necessarily imply loyalty to the government currently in power, which can and often does trample on America’s founding principles and neglect the proper nature and limits of its operation.

In Chapter II, Wu discusses some early controversies in Mercantilist thought, and their effects on our thinking about free trade. It is interesting to read Wu’s summary of the debate between the interests of England-based manufacturers of clothing and the importers of clothing from the East India Company. In both cases, they are arguing from the position of special interest groups, but the arguments made by the East India Company, while not made in the spirit of any true devotion to free trade, are harbingers of later advances in our understanding of the value of free trade.

The overseas discoveries in the last decades of the fifteenth century had widened the boundaries of international trade and had given rise to a change in its nature and an expansion of its volume. As a result of the opening of the new silver mines between 1540 and 1600 in America, Europe was supplied with an abundance of money metals and thus the establishment of a real price economy was facilitated. That change in commerce together with the extension in the use of money accelerated the development of the new spirit of private enterprise and paved the way for the triumph of the moneyed classes. In fact, the time had come for a transition from a number of local economies to a national economy, from feudalism to commercial capitalism, from a state of comparatively little trade to an epoch of extensive international commerce. That change in the economic structure is sometimes called by economic historians the “Commerical Revolution.”

In the world of thought, that change in the economic structure found its expression in what is known as “Mercantilism.”

… First of all, all mercantilists considered the benefit of the State as the end and object of economic activities, in their view the interests of the State had always to take precedence to the interests of the individual. The aim of all mercantilistic doctrines is to increase the economic power of the State. Moreover, the interests of the state were, in their eyes, by no means necessarily in harmony with the activities of the individual. According to them, wages, interest, industry, and trade should be regulated so as to benefit the State. Finally, the importance of “treasure” to a State was greatly emphasized. The reasons given in support of their advocacy of the accumulation of the previous metals changed from one time to another, but all mercantilists agreed that a nation must try by all means to increase its “treasure.” In general, they recognized that countries which did not possess gold or silver mines could not increase their stocks of the previous metals except by an annually recurring favorable balance of trade (if peaceful means alone were adopted). Consequently, they gave foreign trade the foremost place among the industries of a nation. …

The protection versus “free trade” controversy at the end of the seventeenth century was connected with the East India trade. In the latter half of that century the imports of Indian textiles into England were increasing, especially in the last two decades. Owing to the high costs of production, the English textile industries could not withstand the competition of the Indian imports. The result was that in the last decade of the century the English woolen and silk industries faced a grave crisis. Those industries were experiencing depression and unemployment, and complaints were made by the weavers and the public in general against the East India trade.

The best spokesmen of the weavers’ interests were John Cary and John Pollexfen. Like other mercantilists, they based their contention upon the conception of the State as an economic entity and stood for a definite national economic policy for the benefit of the state. … Cary and Pollexfen … judged the benefit of trade … by the nature of the exports and imports [rather] than by their quantity and value. In other words, “that Trade is advantageous to the Kingdom … which Exports our Product and Manufactures; which Imports to us such Commodities as may be manufactured here, or to be used in making our manufactures; which supplies us with such things, without which we cannot carry on our Foreign Trade; [and] which encourages our Navigation, and increases our Seamen.”

Judged by those criteria, the East India trade was said to be harmful and not beneficial to England … [Cary and Pollexfen] no longer valued foreign trade and the treasure brought by it for their own sakes but for the effects upon home industries and trade.

The ablest upholders of the East India Company were Josiah Child and Charles Davenant. They did not deny the obvious fact that the Indian trade was detrimental to certain industries, but they maintained that the fact was not a sufficient condemnation of the East India trade.

In place of those criteria, they tried to establish a new rule for testing whether a trade is beneficial to a state or not:

The best and most certain discovery … is to be made from the encrease or diminution of our Trade and Shipping in general. … Where-ever Trade is great and continuous so, and grows daily more great and encreaseth in Shipping, and … for a succession not of a few years, but of Ages, that Trade must be nationally profitable.

Using that criterion and facts that they had adduced to show that the East India trade had promoted the general prosperity of the nation, they were able to make out a case for the view that the East India trade was beneficial to the country.

Negatively, they tried to show that the proposal to prohibit the wearing of all Indian imported textiles in England would be detrimental to the nation.

However, they could not do so without sacrificing some part of their mercantilistic doctrines and approaching the doctrine of free trade. The following quotations perhaps sufficiently reveal their main arguments:

Trade is in its nature free, finds its own channel, and best directeth its own course: and all laws to give it rules and directions, and to limit and circumscribe it, may serve the particular ends of private men, but are seldom advantageous to the public.

For all trades have a mutual dependence one upon the other, and one begets another, and the loss of one frequently loses half the rest.

It should be noted they were not free traders at heart. They advocated leaving trade free from restraints only in so far as the argument served the purpose of their Company and their views constitute a mere case of special pleading.

Will the history books record these past couple of weeks as the point when the tide finally turned against our interventionist foreign policy?We began September with the Obama Administration on the verge of launching Tomahawk missiles at Syria. The missiles were needed, the administration claimed, to punish the Syrian government for using poison gas on its own people. There were reports that in addition to missiles, the administration was planning airstrikes and possibly even more military action against Syria. The talks of a punishing “shot across the bow” to send a message to the Syrian government also escalated, as some discussed the need to degrade the Syrian military to help change the regime. They refused to rule out a US ground invasion of Syria.Secretary of State John Kerry even invoked an old bogeymen that had worked so many times before. Assad was another Hitler, we were told, and failure to attack would equate to another Neville Chamberlain-like appeasement.

The administration released its evidence to back up the claim that the Syrian government was behind the gassing, and the president asked Congress to authorize him to use force against Syria. Polls showed that the American people had very little interest in getting involved in another war in the Middle East, and as the administration presented no solid evidence for its claim, public support eroded further. The media, as usual, was pushing war propaganda.

Then something incredible happened. It started in the British parliament, with a vote against participating in a US-led attack on Syria. The UK had always reliably backed the US when it came to war overseas, and the vote was a shock. Though the House and Senate leadership lined up behind the president’s decision to attack Syria, the people did not. Support among the rank and file members of the Senate and House began to evaporate, as thousands of Americans contacted their representatives to express outrage over the president’s plan. The vote looked to be lost in the House and uncertain in the Senate. Then even Senators began to feel the anger of the American people, and it looked like a devastating and historic loss for the president was coming.

The administration and its pro-war allies could not bear to lose a vote in Congress that would have likely shut the door completely on a US attack, so they called off the vote. At least for now. It would have been far better to have had the president’s request for war authorization debated and voted down in the House and Senate, but even without a no vote it is clear that a major shift has taken place. A Russian proposal to secure and dismantle the Syrian government’s chemical weapons was inspired, it seems, by John Kerry’s accidental suggestion that such a move could avert a US strike. Though the details have yet to be fully worked out, it seems the Russia plan, agreed to by the Syrian government, gives us hope that a US attack will be avoided.

The American people have spoken out against war. Many more are now asking what I have been asking for quite some time: why is it always our business when there is civil strife somewhere overseas? Why do we always have to be the ones to solve the world’s problems? It is a sea change, and I am very encouraged. We have had a great victory for the cause of peace and liberty, and let’s hope we can further build on it.
